Develops programs and activities for non-library users, the underserved, senior citizens, people with special needs, out-of-school-youths, persons with disabilities, etc. within the remote and less fortunate communities in Quezon City, extending to other cities, municipalities and provinces and provides opportunity to improve library’s image and offers excellent collaboration with community leaders, groups and NGO’s that will enhance overall library service.
